This is question 19 on the paper FAFSA.

Select Yes if you became a legal resident of the state you entered in the state of legal residence question before January 1, 2007.

Select No if you became a legal resident of the state you entered in the state of legal residence question on or after January 1, 2007.

States use various criteria for determining whether you are a resident for purposes of state financial aid. However, all states consider you a resident if you became a legal resident of that state more than five years ago.
